Water Should Be A 'Right' In Malawi -CSR, Tearfund

Making water a ‘right’ will make Malawi achieve the goal of allowing citizens enjoy full access to clean and safe water says Centre for Social Research (CSR) and Tearfund.

The two institutions through the Climate Justice project funded by Scottish Government are highlighting challenges that the country continues to face in the water sector due to absence of legislation that can form basis for stakeholders in the sector to hold Government accountable on provision of water to every corner of the country.

“In the two projects that we are working on it’s very clear that the water sector is not doing very well.” observes CSR Deputy Director, Prof. Blessings Chinsinga

“One of the reasons that we found is that water is not designated as a right, as a result the stakeholders that are active in this sector do not have a firm basis to hold the Government accountable.” He said

Painting the picture of the water situation in the country, Chinsinga indicated that on paper, Malawi's water coverage is 84 percent but on the ground, water access is far much lower estimated to be between 50 to 60 percent. He said this is the case because most existing water facilities like boreholes that were drilled in the villages are not functional.

“At any given time we have only about 30 to 50 percent of these water facilities functioning.” noted Chinsinga adding that this is clear indication that there is a big problem in the water sector

He narrated that in some areas people particularly women are forced to walk more than two kilometers to fetch clean water from boreholes while some gets water from unprotected sources mostly from rivers and wells.

He then challenged that the problem of access to water will remain, unless, water is recognized as a right.

“Therefore we feel that if water was to be legislated as a right then maybe, Government would in a special way be forced to make sure that performance in the water sector is improved through adequate funding.” He emphasized

The CSR and Tearfund have embarked on policy dialogue on the basis of projects they are implementing within the framework of Climate Justice with purpose of engaging with and stimulate debate among key stakeholders on water as a ‘right.’

Recently, the two institutions had a policy dialogue with Members of Parliament (MPs) with ultimate goal of creating a critical mass of MPs so as to forge a long term partnership with CSR and Tearfund to popularize the Climate Justice perspective to dealing with issues of quality water access and climate change issues in Malawi. 

During the engagement, Prof. Chinsinga urged legislators to consider enforcing the existing pieces of policies and legislation on water including the policy commitment by Government that it will provide water within 500 meter radius.

In terms of eligibility for the competition, he said only Airtel Money registered customers who transact on Airtel Money via bill payments, grocery purchases or sending money to family and friends within Malawi with minimum transaction amount of K2 thousand will qualify to enter the promotion.

Standard Bank Continues Supporting Power Sector: Hosts Symposium


Standard Bank on Friday April 29, hosted the 2016 Power Symposium at BICC in Lilongwe at which the bank discussed its financial capabilities in supporting the power sector in Malawi and its role in helping to unleash Malawi's economic potential.

Under the theme; “Accelerating Growth in Energy to Power a Sustainable Future,” the symposium brought together a cross-section of stakeholders in the power sector and will see Standard Bank discussing its experiences in project financing and deal structuring of the continent’s power sector.

Briefing the media at the end of the symposium Standard Bank Head of Investment Banking Shakil Satar said the Bank has

Satar said the sector remain a key focus for the bank to and the Bank is committed to support the development of power sector in Malawi, “The need for a reliable electricity grid and supply is paramount for the growth of our country; the power sector provides one of the most important inputs for the development of a country and availability of reliable and inexpensive power is critical for its sustainable economic development,” he said.

He said for Malawi to achieve sustainable economic growth, the power sector needs to grow at the same rate as the country’s economy. 

“Forums such as the Power Symposium should give stakeholders an opportunity to start looking into alternative to regular electricity power away from fossilised power such as solar.“Our approaches in power need also to respond to the challenge that emanate from the environment. Being environmentally-conscious and Climate Smart will determine the rate of success and sustainability of all our interventions going forward,” he said

Key power stakeholders who attended the symposium include the Malawi Government through the Ministry of Natural Resources, Energy & Environment, the Millennium Challenge Account (MCA) and Electricity Supply Corporation of Malawi (Escom) and various Investors.

Among key topics of discussed were the Draft National Energy Policy (2016), The Untilities’ long term Strategy and unbundling, as well as an update on progress of the MCC’s Compact, Power Market Reforms. Standard Bank officials from the Power and Infrastructure team will share their experiences on the region’s power sector and solutions in Project Finance.

Standard Bank Partners With Airtel Money To Let Customer Bank Closer To Home

Standard Bank has partnered with Airtel Money in order to give customers seamless control of their financial transactions and take financial inclusion to a higher level.


Head of Personal and Business Banking Margaret Chaika Kubwalo said the bank is moving the next step forward in providing convenience and efficiency to customers by providing them platform that allows them push and pull money to and from their Standard Bank and Airtel Money Accounts.

The platform enables Standard Bank customers manage their money when making various transactions such as utility bills, airtime purchases and transfers and account balance.

"Now a Standard Bank customer doesn't need to come to Standard Bank to cash money from an ATM and push it to Airtel Money through Airtel Money agent. Now all that can be done in the convenience of their home." She said

Kubwalo also indicated that this partnership offers opportunity to Airtel Money customers who have no bank accounts but wishes to open an account with the bank. She said such Airtel customers are well come to open account with Standard Bank and move their mobile wallet from Airtel Money account to Standard Bank and start to access to other banking services not offered by mobile money.

Machinga Boarding Secondary School Project Underway-Ministry Of Education

The Ministry of Education Science and Technology has assured people of Machinga district that they will soon have a boarding Secondary School.

People in Machinga district especially young people are demanding construction of a boarding secondary school as the district is currently the only district without boarding secondary school since Balaka which was part of Machinga was declared a district, making Balaka boarding Secondary School inaccessible to pupils from Machinga.

At the moment, pupils from Machinga who access to boarding schools are only top students selected to competitive National Government Secondary Schools like students from all other districts, however, mid-level students from the district are selected to Community District Secondary Schools and Community Day Secondary Schools unlike in other districts where mid-level students go to boarding District Secondary Schools and only third tier students go to Community Secondary Schools.

Speaking to the Parliamentary Committee of Education over the week, Principal Secretary for the Ministry of Education, Lonely Magreta assured that the project for the construction of district boarding Secondary School is underway in Machinga.

However, she admitted that financial challenges in terms of allocation of funds for the project are not adequate and therefore this is causing delays to complete the project in good time.

“The delays are not necessarily for Machinga district only” she added, “Projects in other districts are facing similar problem in terms of allocation, resources are not adequate to complete the projects but we hope that more resources will be provided in the coming budgets.”

Magreta explained in an interview that construction for Boarding Secondary School in Machinga is being done in phases. She said at the moment they are constructing teaching area, staff houses and multipurpose hall.

“And then as we continue the next financial year and possibly the other financial year, we will go to the next phase where we will start constructing the boarding facilities.” assured Magreta

“The policy of the Ministry of Education is that each and every district is provided for in terms of various categories of secondary schools to reduce the distance being covered by the students to where they have to commute but also to ensure that there is increased equitable access to secondary education by the students in each and every district” said Magreta

The project for the construction of Machinga District Secondary School began in 2014 At Chabwera village in T/A Sitola in Liwonde.

People in Machinga have been complaining of the progress of the project and lack of information if indeed the project is a boarding secondary school or just a Community day secondary school.

One of the youth groups leading the campaign for the construction of the Secondary School in the district is a group of students from the University of Malawi called ‘University Students Association of Machinga’ (USAM) which has described the situation as "Injustice" to people of Machinga.

Jonas Matope, President for the USAM said absence of district secondary school is causing numerous problems among students in the district.

“Our issue is that we want to have a boarding Secondary School in Machinga as is the case with other districts in Malawi.” He said

“It is a known fact that the quality of education in community day secondary schools is very low.” said Matope “ this selection of the second tier group of students in Machinga into community Day Secondary Schools affects their ability to compete for college places."

He added that lack of boarding school is not only subjecting alot of students in the district to walk long distances every day to reach their community day secondary schools, but also increasing school dropouts among girls who in most cases get pregnant when they leave home to do 'self boarding' in communities nearby their schools.

Matope said the concerned youths in the district are suggesting to government that due to delays in the construction of Machinga Boarding Secondary School and looking at challenges students are facing, it is better that Government should consider turning Machinga Teachers Trainig College (TTC) into Boarding Secondary School for the district until such a time the project of constructing a fully functional boarding school is completed.

“We would like to have Machinga TTC be used as Secondary School while we wait for the completion of the said Secondary School that Government intends to construct.” concludes Matope who vowed that his group is set to persue with their stad if there will be no progress in the construction of the boarding school.

Cabinet Secretaries Challenged To Provide Evidence Based Policies For Africa To Move Forward






President Peter Mutharika has stressed that Cabinet Secretaries have capacity to help African Governments move the right direction by providing the cabinets with evidence based policies.

Mutharika was speaking at Kamuzu Palace in Lilongwe on Monday when opening Third Africa Cabinet Secretaries Roundtable Workshop expected to end on 22nd April 2016.

Delegates from fourteen African countries are participating in the workshop themed: Enhancing Government’s Effectiveness through Evidence-informed Policy-making. 

Mutharika said the conference comes at a time when many African Governments are trying to develop and implement policies that will bear fruits for their citizens particularly policies that directly address poverty, inequality, as well as corruption. 

He emphasized that problems facing the continent of Africa can be addressed adequately through evidence based decisions and therefore “without evidence as the basis, policies are bound to be theoretical and unpractical” that “simply end up on book shelves, left to gather dust”

“Cabinet Secretaries fulfill a very critical role in the policy-making process.” Said Mutharika

“It is your duty to ensure efficiency and effectiveness in Cabinet decision making. It is your duty to ensure availability of evidence to Cabinet. This includes, among other things, making sure that all relevant stakeholders at all levels, including the beneficiaries of the policies, are engaged sufficiently in the development of the policy process.  It is your duty to ensure that appropriate procedures are developed to guide the policy-making process.” He said 

“If Africa is to move forward, we cannot tolerate haphazard policy development. We cannot accept policies that do not listen to the people, to the procedures, and to evidence.” Stressed Mutharika

He then reminded the delegates that “Africa is waiting for the results” and that Council of African Cabinet Secretaries is a living symbol of African government’s commitment to strengthen decision-making processes. He therefore urged delegates to seize this opportunity to engage adequately with each other and put together the best lessons they can. 

“What we bind in union cannot be unbound easily. This is your moment to form strong networks for sharing ideas and experiences. This is your moment to partake in the refocusing of the African vision. Show us the path of effective decision-making; and Africa will follow.” added Mutharika

Among others Mutharika said Malawi is making efforts to enhance the policy-making process. He pointed out the recently launched ‘Public Policy Research and Analysis Project’ aimed at strengthen the development and implementation of policies that are based on evidence as well as the development of a Policy Manual called ‘The Guide to Executive Decision-making Process’ a reference tool for all those who are involved in policy formulation and implementation. 

Dr. Ernest Surrur, President of the Council of African Cabinet Secretaries said the meeting will deliberate on policy formulation with focus on evidence and that the second agenda is on Role of Cabinet Secretaries in political transitions.

He also mentioned that the third agenda seeks to invite some Cabinet Ministers to better understand their perspectives in the decision making processes.

“One question for this discussion, is how to foster an evidence culture in cabinet where ministers will question their colleagues about the evidence to support the proposals from the perspective of the broader interest of Government rather than political point scoring as they compete with one another for financial resources and also for approvals of the President.” said Dr. Ernest Surrur, 

Dr. Surrur, said the network is supporting African Cabinet processes including strengthen capacity of secretariats to better support cabinet members on making better informed and collective decisions.

The first meeting of this kind was held in Ethiopia in 2014 while Ghana hosted second meeting in 2015.

The network was established in 2004 with a group of Secretaries to Government or Chief Secretaries where they meet periodically and consult each other and also mobilize resources for the trainings of the staff in the Cabinet Secretariat.

George Mkondiwa Chief Secretary to Malawi Government said Malawi has benefited immensely through the trainings from the network among others he said there is now a cabinet calendar where everyone would know when is cabinet meeting going to take place.

Mkondiwa also mentioned the trainings have led to the development of a Policy Manual called ‘The Guide to Executive Decision-making Process’ 

Delegates to the workshop include Cabinet Secretaries or their representatives and other senior officials from Cabinet Offices of Botswana, Ghana, Lesotho, Liberia, Rwanda, Sierra Leone, Somalia, Somaliland, South Sudan, Tanzania, Uganda, Zambia, Zanzibar and Malawi.

The workshop is an initiative of the Africa Cabinet Government Network (ACGN) which was established in 2014 as a voluntary organization for Cabinet Secretaries.The ACGN, whose headquarters is in Freetown, Sierra Leone, serves as a platform for cross-country collaboration on evidence-based decision making and Cabinet procedures. 

The network was created out of necessity to provide formal and informal opportunities for the collaboration, mutual support and sharing of practical experiences.The network was as well established to provide technical assistance to the cabinet secretaries and others involved in managing the cabinet processes in Africa in order to facilitate evidence informed collective decision making bygovernments and effective implementation of their decisions.

“Going smoking will bring problems to their lungs and going after girls or men they will get sexual transmitted diseases like HIV or even going for stealing, it will not help them. But when they are busy with football and netball, they will stay fit and their mind will be busy focusing on sporting activities.” explained Kalilani 

Kalilani added that the league will further help to unearth talent needed in both netball and football national team.

UN Rights Expert To Assess Situation Of Attacks Of Albinos in Malawi

United Nations Independent Expert Ikponwosa Ero will visit the country to assess the human rights situation of the people with Albinism.

A statement from Geneva dated April 14th 2016, indicates that the monitoring visit by Ms. Ero from 18 to 29 April 2016, comes as reports of the attacks of persons with albinism and the sale of their body parts continue to surface in the country.

“I look forward to this first official mission to evaluate the situation of human rights of persons with albinism in Malawi, make concrete recommendations, and identify good practices to promote regionally,” said Ms. Ero, who visits the country at the invitation of the Government.


UN says this is the first country visit ever by the UN Independent Expert on the enjoyment of human rights by persons with albinism since the Human Rights Council established the mandate in March 2015.

“Attacks of persons with albinism and the sale of their body parts will be one of the main focusses of my visit. Yet, I cannot separate these crimes from other relevant and contributing human rights issues faced by this group in the spheres of health, disability, education, harmful traditional practices, among others,” she stressed.

The Independent Expert is tasked to report on developments and obstacles to enjoyment of human rights by persons with albinism; identify and promote good practices; and combat stereotypes, prejudices, harmful traditional practices and beliefs that hinder the enjoyment of their human rights.

During her two-week visit, the human rights expert will travel to Lilongwe, Machinga, Zomba, Phalombe and Kasungu. She will meet with representatives of the executive, legislative and judicial branches, local and territorial authorities, the Malawi Human Rights Commission, civil society groups, including organisations of persons with albinism, and members of the diplomatic community. 

“I also give particular importance to meeting with persons with albinism as well as families affected by violations of the human rights of persons with albinism,” Ms. Ero added.

At the end of her visit, on Friday 29 April 2016, the expert will share with the media her preliminary observations at a press conference but will present a comprehensive report on her visit to the UN Human Rights Council in March 2017. 

Ms. Ikponwosa Ero from Nigeria was designated in June 2015 as the first UN Independent Expert on the enjoyment of human rights by persons with albinism by the Human Rights Council.

Malawi Requires Food Response! President Declare State of National Disaster

Problem of hunger in Malawi refusing to die as President Peter Mutharika on Tuesday declared the country, ‘State of National Disaster’, following Agricultural Production Estimates Survey by Ministry of Agriculture, Irrigation and Water Development which has projected that the country will face a maize deficit of more than 1 million Metric Tons (MT). 

The 2015/2016 growing season was marred with erratic rains across most parts of the Southern and Central regions of the country caused by strong El Nino conditions resulting in the drying of crops.

President Peter Mutharika announced on Tuesday that the second round Agricultural Production Estimates Survey done between mid-February and March this year indicates that there is 12.4 percent decline in production as compared to the 2014/2015 final round estimate.

The country’s maize requirement for all uses including human consumption is currently estimated at 3. 2 million MT but this year’s production is around 2. 4 million MT meaning the projected deficit is about 1. 072 million MT. 

This has forced President Peter Mutharika to declare State of National Disaster and appeal for humanitarian relief assistance.

“In the circumstances, it is very clear that we have food shortage in the country which will affect a considerable number of our fellow citizens. Accordingly, and in accordance with powers conferred upon me by Section 32(1) of the Disaster Preparedness and Relief Act, I declare a State of National disaster effective from today, 12th April, 2016.” He declared

“I fully appreciate all the previous assistance Malawi has been receiving when affected by disasters, including support for the on-going humanitarian response programme. However, I appeal for humanitarian relief assistance from the International donor community, the relevant United Nations agencies, Non-Governmental Organizations, the private sector as well as all fellow citizens of goodwill, so that, together, we can contribute in alleviating suffering on the part of people who have been affected by the food shortage.”

Mutharika said donations in cash or in-kind should be sent to the Secretary to the Vice President and Commissioner for Disaster Management Affairs, Private Bag 336, Lilongwe 3.

He indicated that Ministry of Agriculture projects that the affected population will require about 790,000 MT of relief food. 

However, he said the Ministry will announce the actual deficit in June after third round production estimates while the actual number of the affected population will be determined by the Malawi Vulnerability Assessment Committee in due course.

On part of Government he said there are plans to restock the Strategic Grain Reserve and ADMARC both with a total of 250,000 MT.

But, President Mutharika said, to avert a food crisis in the season requires total maize of 1.3 million MT.

He promised that Government will make sure that all affected people are taken care of and that the remaining part of food items from Government will be distributed to the affected people.

Last growing season of 2014 and 2015 the country also faced with sharp decline in maize production due to floods and erratic rains rendering 2.8 million people in 25 districts food insecure.

Nkhotakota DC Urge Parliamentarians To Lobby For More Funding For District Councils

District Commissioner (DC) for Nkhotakota district has asked the legislatures to lobby for more funding for the district councils to enable them have enough resources for development activities.

Felix Mkandawire, DC for Nkhotakota made the plea during appearance before Public Accounts Committee of Parliament on Wednesday where he was responding to 2008 to 2010 financial audits for Dowa District, time he was District Commissioner for the district.

Mkandawire said budget allocation challenges facing councils are not strange among legislatures and therefore they must work together in lobbying for timely and adequate funding.

“We stay together with Members of Parliament who are also members of the District Council, and we see the problems that people faces every day, so, we need to address the needs for development and service delivery” he clarified in an interview

"Since we stay together in the district Councils, we should lobby together that more of the resources are developed from the centre so that the decentralization and devolution that we are talking about as a country should be realistic and should really be felt at district level." He said 

He bemoaned that councils continue to receive inadequate funding yet they are expected to provide various services and implement development projects for the people. He noted that the funding they get in councils is mainly for the Other Recurrent Transactions (ORT).

“It makes sense that most of the money that is allocated in the national budget should go direct to the district councils because we are closest to the people.” he emphasised 

He then proposed change for current set up where councils waits for the funds to come from the Capital Hill. He opted for the empowerment of councils whereby they are given powers to manage funds allocated in the national budget

“The devolution and decentralization will only be appreciated by the masses if they lead to improvement in service delivery and this can only be delivered by the councils if the majority of resources are decentralized to the district councils.”

Mutharika Asks Huawei Mobile To Bring Knowledge To Malawi

Malawi President Professor Peter Mutharika yesterday asked one of the largest smart phone companies, Huawei Technologies to start training Malawians to assemble some of its gadgets particularly phones.

Mutharika made the call when he visited Huawei pavilion during the launch of the Buy Malawi Strategy in Lilongwe.


Huawei was one of the sponsors for the event held at Bingu International Conference Centre.


When he visited the pavilion Mutharika asked Mr. Wan Wei, Managing Director for the company in Malawi ‘’You assemble them here?’’ then he asked ‘’I encourage you to train local people to bring the knowledge and technology in order to create jobs and exports’’

House Adopts Motion To Fund Scaling Up Of Fruit Production










The Malawi National Assembly on Thursday evening, adopted motion which is asking Government to begin considering the horticulture as one of the priority areas for the Ministry of Agriculture, Irrigation and Wster Development.

This followed the motion under Private Member’s Business where the Lilongwe Central legislature, Lobin Lowe moved “That, considering that there is low production of fruits which in turn promotes high importation of fruits, and considering the importance of fruits at household level regarding source of income, food security and nutritional value, this House resolves that Government should put fruit production processing on the priority list of projects where funding is concerned for Ministry of Agriculture, Irrigation and Water Development.”

Honorable Lowe said success realised in the past interventions when Government prioritised funding for scaling up of cotton and legumes production among others has proven that prioritising also Fruit Production, Malawi will stop importing fruits from neigboring countries.

“While appreciating these efforts, we should accept, as a nation, that by sidelining fruit production for so long, our forex is being wasted through importation of apples, peaches, oranges, and several other fruits our farmers can produce if enough support is provided.” he said

He said it is very worrisome development that almost every type of fruit in local super markets and other markets are importated and said this should serve as a wakeup call that Malawi needs to invest in fruit production which will as well benefit future generation.









“It is unfortunate that our super markets are full of imported fruits and fruit juices which drain our scarce forex. What has become more painful over the recent past is that we have now started eating imported bananas from Tanzania because we have neglected ours for a long period of time until our banana is wiped by deadly banana bunchy top virus. Nobody seems to care. 

In these days, where everyone talks about climate-smart agriculture, fruit trees can no longer be ignored.”  He said while urging both Government and goodwill organization to allocate resources for fruit production

He underlined that fruit production can bring numerous benefits to farmers. He said fruit farming can serve as farmers pension, help in food security and that with good management, the industry can as well serve as alternative forex earner. He therefore, emphasized that farmers must be assisted financially to help them purchase the fruit seedlings as well as imparting them with skills and knowledge on how they can manage orchards.

Lilongwe Central legislature hinted that Malawi can take advantage of existing struggling fruit production industry as good foundation to begin supporting fruit production.

On this, he among others mentioned citrus industry in Mwanza which its production is drastically declined because of poor management of the old trees and the many mango trees that are avilable in the country.

He further mentioned number of projects that the country can as well take advantage of including Chinese Agricultural Technical Mission which imported Asian, species of fruits, PROSCARP and GTZ promotion of horticulture through Farmers Association (NAFTINA) and currently ICRAF which is assisting with nursery inspection and certification as well as Private owned Malawi Mangoes project in Salima which is growing and processing mangoes and bananas at a large scale.

“There are a lot of food security oriented NGO’s which distributes fruit trees at small scale. All these are opportunities indicating that there is good foundation already laid, such that the Government can start building on” he added

In an interview Lowe said after this motion he will try to follow up with the Ministry to find out what they will do from now on 

“If they come up with strategy I will very much appreciate” he said

During the debate on this motion in the chamber, both Government and opposition sides agreed with the legislature and there was almost consensus emphasizing the need to invest in the production of fruit production.

It was noted during the debate that in late 90’s where there were less than 6 qualified horticulturists in the country, Malawi was able to produce enough fruits for domestic consumption as well processing for example Mulanje fruit canning factory which is no more.

But Minister of Industry and Trade, Joseph Mwanamvekha said during the debate that this idea is part of what Malawi is doing and it is part of Buy Malawi Strategy to be launched this Friday by President Peter Mutharika. Equally Minister of agriculture hailed the legislature for coming up with the motion but emphasized that private sector must take a big stake in production of fruits.

Malawi National Assembly Consults “Green Knesset” On Environmental Friendly Tech

The Malawi National Assembly is consulting the Israel Parliament (Knesset), ‘Worlds Greenest Parliament’, to assist in establishment of efficient green technologies that would save huge sums of money used for some of its operations. 

Knesset is championing the environmental and sustainability project called “Green Knesset” which is attracting global attention as many countries are visiting Israel to learn how Knesset is saving water, paper and reducing energy consumption.

A delegation led by Mr. Ronen Plot, Director General of the Knesset, and Dr. Samuel Chayen, Sustainability Coordinator for Green Knesset Project is in the country to educate its counterpart on how adopting ideas of Green Knesset Project may considerably save its annual operational costs.

Speaking on Wednesday at the opening of the workshop for the legislatures and head of departments on the Green Parliament and the Organization of Knesset, Speaker of the Malawi National Assembly, Richard Msowoya said considering the economic hardships and unfavorable climatic conditions the country is going through, there is need to consult Knesset on ways that Malawi Parliament can do to save some of its operational costs and conserve environment.


"At this time we need a good partner from whom we can learn a lot" said Msowoya



The Speaker said Malawi Parliament wants to reduce amount of energy, water and paper that it uses as well to transition from manual operation of other business to digital. He said transaction of daily business in the House requires more papers to print various documents including Order Paper and that it is time consuming to do 'roll call' voting during division. He therefore said Israel Parliament is the best in this area because of its well known ‘Green Knesset Project’ and can provide expertise to implement digital voting in the House.







“The first thing that we are looking at is establishing or moving towards creating our Parliament to be green. We are looking at very few items; one is the reduction of energy that we consume, second is to limit the amount of paperwork that we have in processing Parliamentary business." Explains Msowoya in an interview 

“And Israel has been voted one of the greenest Parliament in the World and the good thing about Malawi is that the Knesset is willing to work with us providing technical assistance for us to move to that direction.” He said 

Msoyowa expressed hope saying he is convinced that adopting the Green Knesset Project is a step in the right direction although the initial investment for implementation would seem to be huge.



"But over a period of time there are savings. What happens after that are savings and I think that is very important for us.” He said

“I think as Malawians we have already seen that this environment is no longer a talk, it is real. Last year was voted one of the hottest year in the world, now, Malawians can see, we are in March and the temperatures that we are all experiencing are much higher than probably most of us have experienced before.  So the world is changing which means that we have to be paying more and more attention to the environment and doing things that protect the environment to bring it back to where it is friendly to human beings” explains Msowoya

Msowoya noted that after learning they will also seek Knesset expertise on developing strategy of how they can implement similar project.



“The most important thing is to develop something that we want to do, and once we develop we will convince those people with money it can be ministry of finance, well-wishers who can come on board and say look this is a good idea” he said

Director General of the Knesset, Mr. Ronen Plot, told the attendees in the workshop that Green Knesset Project is a very important for both savings on operational costs as well as environmental conservation.

He then assured that a similar Green Knesset in Malawi will bring a lot of benefits to the Malawi Parliament.

“You don’t have to be afraid in investing money because this is the project that you invest and after five years all the money returns. And once you implement this project you will become one of the advanced Parliament in Africa” he assured while adding that “We are coming here to lend you a hand” 

Mr. Plot said back home in 2014, Knesset started the “Green Knesset” Project with initial investment of US$ 1.7 million (NIS7 million) and the average returns from saving water and energy through solar systems is estimated at US$ 400 thousand (NIS 1.5 million) a year. He mentioned that Knesset uses 100% recycled paper, installed 4, 650 square meter solar array which has generating capacity of 450 killowatts and that the Knesset Committees serves water in pitchers instead of bottles which is preventing Knesset from generating 60 thousand plastic bottles a year.

In an interview  Mr. Ronen Plot, said “We will start working together there is a lot of work to do and am happy to say that both sides want to cooperate  and from our point of view the sky is the limit.” He said, emphasizing “But, you don’t really need financial assistance since it this project that you invest money and the money comes back.” 













In the day there was also a signing of inter-parliamentary cooperation following the signing of a Memorandum of Understanding (MOU) between the two Parliaments’ for cooperation.

The visiting Director General of the Knesset, Sustainability Coordinator for Green Knesset Project arrived on Tuesday and before conducting the workshop on Wednesday, he had Courtesy Call with the Right Honorable Richard Msowoya, Speaker of the Malawi National Assembly.
