Chakwera Puts Question On Hold; Wants To Quiz President Mutharika In The House Face To Face

The Malawi Congress Party President and Leader of Opposition in the National Assembly on Wednesday said will wait for President Peter Mutharika to come in the House so he can ask and talk face to face on problems facing the country.

The Lilongwe North West legislature, Lazarus Chakwera, has put his question on hold and is appearing on Order Pater under Questions on notice to the President for Oral Replies under section 89 (4) of the Constitution of Malawi and Standing Order 70.

“We know that the President has busy schedules and could not come. I asked this question in order to engage the President in this House as prescribed by law since we always interact with Ministers, I therefore do not mind to wait until such a time as he is free to answer my question” Chakwera informed Deputy Speaker, Clement Chiwaya in the House followed by a very loud applause from opposition side

His question appearing on the order paper reads “To ask the President why there is seemingly lack of action when all the economic indicators- inflation, exchange rate, economic growth, etc are pointing in reverse direction. Leadership is doing nothing tangible, claiming it is everyone’s responsibility. Is this not abdicating your policy and its execution according to the Malawi Constitution, Articles 7 and 13 (e).

Chakwera reacted this way because President Peter Mutharika had delegated Minister of Finance Goodall Gondwe as person fit to respond to the question.









Later in an interview, Chakwera maintained his stand he would rather wait to ask his question until such a time the Malawi President has time to come to the National Assembly to respond to his question.

He said his call for President to avail in the House was in accordance with laws that the president is a member of parliament. 

“So our desire has been to meet the president on matters of national importance. When we were informed that he is not able to come and has delegated which is in accordance with his powers, I for one decided that I would rather have him come because they would be follow up questions that ministers would not necessarily deal with when such questions are posed to the president.” Said Chakwera who reiterated that he wants to meet and interact with the president in the House

Leader of House, Francis Kasaila in an interview explained that Chakwera question is not related to Presidents’ own statement made in the House and therefore does not fall in category of questions that necessitate President to respond by himself. But he said in this case the law accepts that the President should delegate the minister. 

“The President had used his prerogative to delegate the Minister of Finance to respond to the question relating to Finance” indicates Kasaila

“It is a general question” he said referring to the question made by Chakwera, then explains “The President has not addressed the House recently, and therefore according to the law, he can only come and respond to the question himself when that question is emanating from his own speech. That is what the law is saying. And therefore there is nothing irregular, and the questions that we have are all specific to relevant ministries and the President decided that the ministers should be able to answer those questions.” Explains Kasaila

When asked if he simply means the President is not coming in the House to respond his reply was “For this questions yes”

There are four questions in total that are posed to the President but will be answered by the Minister if the President will not come.

Leader of House also interrupted the Deputy Speaker, Clement Chiwaya and directed him not to continue with Questions on notice to the President as the Business Committee had agreed only to respond to Chakwera’s question on Wednesday.

“The agreement was, today we will respond to the question from the Leader of Opposition and on Friday (respond to other three questions), because the minister who has been delegated to respond to those is not in the Chamber. That was the agreement in the Business Committee” he said









Below are other three questions waiting for President Peter Mutharika’s response through delegated minister


  1. Honorable Khumbo Kachali, Mzimba South-West legislature “To ask the President to explain what Government is doing about the critical shortage and unavailability of maize stocks in most ADMARC Depots and markets across the country, which has resulted in people walking a long distances for them to reach the ADMARC Markets in order to buy maize. For example, Mjinge, Edingeni, Mquocha, and Kapolo, just to mention a few in Mzimba South-West Constituency are located at a radius of about 40 kilometres away from the main ADMARC Depots at Mzimba Boma where unfortunately they spend days and nights without getting maize, inspite of assurances from the Ministry of Agriculture officials that maize would be made available, the problem still exists.”
  2. Hon Kamlepo Kaua of Rumphi East “To ask the President to explain to the Nation, through this House about the food situation in this country.”
  3. Nkhota-Kota South East legislature, Hon E.A Makowa also wanted to ask “To ask the President why as a nation we seem not to be making progress on identifying a new crop or crops to replace tobacco as our main cash crop. Demand for tobacco products nationally and internationally is on the decline due to the massive international campaign that is being waged against the crop on health grounds and, therefore, our reliance o tobacco as a cash crop is doomed. What plans, strategies and time frame does the State President have to fast track process?”

No More Arrests: Mw Govt Assures Legislatures

Business back to normal on Wednesday 







The Malawi Government has assured members of Parliament today afternoon that law enforcement agencies will follow National Assembly Powers and Privileges Act where none of them will face arrests while Parliament is meeting.


Government assurance come as a response to yesterday request by the Speaker, Richard Msowoya who following arrests of two MP's also top members of Malawi Congress Party (MCP) adjourned the House early and said these arrests threatens immunity of everyone including himself and that the House will meet once assurance was granted by Government.


Members of Parliament enjoys special privileges and immunity except when it is the case of Treason. The two MPs Jessie Kabwila who was arrested on Monday evening from National Assembly meeting and Peter Chakhwantha who handed himself to Police on Tuesday were being accused of Treason following Whatsapp conversation.

"It is the commitment of the Government that we will make sure the provisions of that Act in as far as the procedure are followed as to the Law. That is important for us and that is important for the future of our country." Assured Francis Kasaila- leader of House


"As Government, am giving that commitment and that is commitment of president as well, that the provisions of the Act will be followed" guarantees Kasaila


However, at the beginning of making this assurance the Leader of the House indicated that during the Business Committee meeting held in the morning, it was agreed and clear that provisions of Privileges Act have been violated on several occasions and that this violation was not first time.


Also Speaker of the National Assembly, Richard Msowoya informed the House at the beginning of the sitting today that the meeting of Business Committee of the House in the morning was assured of the immunity and privileges of the members of the Parliament.


He therefore said the meeting resolved that Speakers office should be informed on arrests of members of Parliament inline with Section 4 of the National Assembly Powers and Privileges Act.


"From now onwards, the Speakers office will expect the authorities not to arrest members of Parliament while Parliament is meeting, unless, procedures has provided the following Powers and Privileges Act and section 60 of the Constitution is adhered to" said Msowoya further informing the House that members of Parliament have been requested to write to Speaker's office of any violation of this regard


"My office will write to the Ministry of Home Affairs and International Security advising her that the mounting of roadblocks and arrests of members of Parliament while Parliament is meeting should not be repeated unless the relevant laws are provided.


I wish to assure the House that Parliamentary Committee on Privileges will be handling matters related to the bleach of members of Parliament Privileges as provided for in its mandate"


Immediately after the assurances were made, Leader of Opposition also rose to agree that the business Committee did agree not to proceed with the motion on Yesterday for the sake of harmony and progress in the transaction of the business of the House.

And owner of the motion, legislature for Liongwe North East, Maxwell Thyolera said "Assurances from Government must be adhred to"


Motion from Lilongwe North East Legislature which asked the House to deliberate on the arrests of two legislatures, Jessie Kabwila on Monday and Peter Chakhwantha who handed himself to Police on Tuesday on Treason charges, triggered the ruction in the House on Tuesday evening where both Government and opposition side had different opinion whether it was necessary to debate on the motion


Hon Thyolera complaint was that the arrests of the two was in bleach of members immunity and privileges as well feared that this could happen to anyone.


Ruling after house resumed sitting after an hour of house suspension, Speaker Richard Msowoya expressed his concern that there are arrests of MPs yet the house had assured the members of their immunity following reports that on yesterday there was a roadblock mounted by police just outside of the Parliament Building.


He mentioned that just like all members of Parliament are afraid of being targeted, he himself is afraid.


He therefore ruled that until such a time Government will come and assure the Speaker and the Whole House of their immunity, he adjourns the House till Wednesday at 2pm.


The ruling brought an uproar in the house with discontent from Government side and jeering from opposition members.


There were also exchanging of words as the members were leaving the House.


However, Government Leader of Businesses, Francis Kasaila rubbished the ruling saying the speaker as head of an executive arm of Government was in better position to assure the House of members immunity.


Kasaila further said Speaker was also supposed to consult with heads of Government and hot rush to make such a ruling.


He made it clear that there is no any other assurance that Government could make since the matter at hand is to do with Treason which does not give immunity to any member and that police can effect an arrest at any time.

Chiyembekeza Fails To Account For Questionable Sale Of Tractors, Maize Sheller’s


  • Tractors meant for farm mechanisation by smallholder farmers were sold to former Vice President, present and former cabinet ministers, PS, Legislatures including Speaker and some companies


  • Agriculture Minister failed to disclose amount realised, price for each tractor and Maize Shellers and how the realised funds were used


  • Parliamentarians demands names of owners of companies that bought some tractors and views the sale as political

Some opposition legislature’s have demanded total accountability and reasons that led to the sale of part of 177 Tractors and 144 Maize Shellers meant for farm mechanisation by smallholder farmers.

Members of Parliament (MP’s) also wants to know actual amount realised and how the proceeds from the sale of tractors and maize shellers were used including value of each machinery during the sale versus cost of buying of each item by Government some years ago.

However, of Minister Agriculture, Irrigation and Water Development responsible to answer all those questions was so furious at the inquisitive legislatures and only gave what he said was what the House needed to know about the matter.

The matter was brought in the House following the question from Honourable Member for Rumphi East, Kamulepo Kalua to Allan Chiyembekeza, Minister of Agriculture on the Status and whereabouts of the Tractors and Maize Shellers which the country acquired sometime back from India. 

The legislature said wanted to know why the country’s smallholder farmers are still failing to do their farming using modern equipments especially tractors.

In his detailed account of number of the matter Minister said a total of 77 tractors went to Government Institutions which are ADD’s across the country; Karonga ADD got 6 tractors, Mzuzu ADD got 13 tractors, Kasungu got 15 tractors, Salima ADD got 6 tractors, Lilongwe ADD got 11 tractors, Machinga ADD got 8 tractors, Blantyre ADD got 11 tractors and Shire Valley ADD got 7 tractors. 

Chiyembekeza said the second part involves 31 Tractors, 13 Maize Shellers, 23 Tripping Shellers and 8 Seed Cam Fertiliser Applicators that were issued out to Government Departments and Institutions. These were; Crops Department (Horticulture Farm), Natural Resources College, National Food Reserve Agency, Department of Agriculture Research, Department of Animal Health, Lilongwe University of Agriculture and Natural Resources and Green Belt Initiative.

But the house was in disarray when he mentioned that some tractors were sold to companies, individuals and some farming associations without clear explanation of what prompted the sale and how that profited Government.

Chiyembekeza said, Tractors and implements sold in the first half of the offer went to 31 individuals and businesses. Among them Government officers who includes; Clement Kumbemba (current Executive Director of Malawi Investment Trade Centre MITC) and Rashid Mtelera (from OPC). Companies includes; Anachuma Holdings, IS Fred Limited, Green Leaf Association, Kasinthula Cane Growers and Wuli Trading Company.

In the second half sold to individuals including Francis Kasaila Minister of Transport, Honorable Khumbo Kachali former Vice President, Godfrey Ching’oma Malawi Congress Party MP, Richard Msowoya current speaker of National Assembly and Samuel Madula from OPC among others. 

But the minister was not clear to demands on how funds were used, what exactly lead to the sale of the tractors and who authorised it.

Salima Central legislature Felix Jumbe proposed that since some names are of high rank officials from Government there should be an inquiry as to how they conformed to the procurement system.

Responding on this, Agriculture Minister said the equipments were sold to Malawians after normal tender was opened to anyone and applications were reviewed. He said some Government Ministries and departments were represented in a Committee that was chaired by Office of President and Cabinet (OPC).

He said the committee made equipment evaluation and restricted nobody from the floated tender. But mostly, he said small and medium enterprises with a minimum land of 5 hectares were eligible to buy.

However, Kamulepo Kalua who brought the matter said was not satisfied with the explanation 

He said, he still wants names of directors of some companies named and suspects that those names have been deliberately concealed to prevent exposure of some top government officials.

Kamulepo emphasised that the sale was worrisome considering that the tractors were acquired through loan to support smallholder farmers do farm mechanisation to help country’s food security.

Leader of House, Francis Kasaila said Kamulepo is continously making very serious allegations which are demeaning the president by alleging that President is doing corruption and that he recently bought some vehicles dubiously. He asked the member to present his evidence by Friday or withdraw his statement.


However, Kamulepo said he did not mention President and he is not going to withdral his remarks because in his remarks he never metioned President. Instead he said he mentioned Presidential assistance at State House as the ones who are among people who bought the tractors and recently bought the said vehicles.


However, Kasaila insisted on his point saying the member knows that Presidential assistance do not stay at state house and therefore mentioning State House he meant president at all cost.


This forced Second Deputy Speaker Clement Chiwaya to make ruling that Kalua should bring the evidence to the House on Friday.


Later Salima South Uladi Mussa rose and complained that the sale never saved the purpose of the loan.


This was echoed by Malawi Congress Party Chief Whip Lobin Lowe who inquired about value of each tractor when sold versus cost of buying it.


Members insisted to get clear information    and it was that insistence which forced AgricuAgriculture Minister to read the full list of beneficiaries. However members still feel that the names are doctored and that the tractors sale was against the purpose of buying them.


Earlier, the minister indicated that the tractors when procured in 2011 were supposed to increase the existing tractors in ADD's and offer some tractors to farmer groups and Malawian farmers through sale to increase ownership of tractors.


He thereforw said 69 tractors were offered for sale in 2014 and later sold 37 other tractors early this year by tender.

National Assembly Passes Loan Bill For International Airport Upgrade


National Assembly on monday authorizes government to borrow K14 billion funds from European Investment Bank for the purpose of upgrading Chileka and Kamuzu International Airports to meet international standards on safety and security.

The House passed the bill after contributing and adopting the report on the bill from the Parliamentary Committee of Transport and Public Infrastructure.

The money from the European Investment Bank Loan Authorization Bill is to be used for the Project of upgrade of Aviation Safety and Security Equipment at Kamuzu and Chileka International Airports.

The bill passed with several amendments to the memorandum of the bill as proposed by the Parliamentary Committee of Transport and Public Infrastructure after scrutiny of the bill.


The amendments includes change of the title of the bill to read phase 1, change of Closed Circuit Television CCTV Link Tower to read Automated and Integrated Closed Circuit Television, wording of Wind Measuring Unit to Weather Measuring Unit and Radio to Radiosond.

Minister of Transport Francis Kasaila said the passing of the bill was timely because any delay will prevent flights into or out of Malawi because of airports safety and security conditions.

He promised that Government is now going to work flat-out making sure that within shortest time possible it procures equipments to improve on the concerns by International Civil Aviations Authority.

Throughout the deliberations, legislatures from Northern region emphasized the need to as well rehabilitate, Mzuzu airport which is hub for the north.


However, responding on calls for the need to rehabilitate Mzuzu Airport the Minister of Finance Goodall Gondwe said Government is waiting people from Mzuzu city to make a unison decision of the land where the airport could be relocated.

Gondwe said the main impediment for Government to commence consteuction of new airport in Mzuzu is because there are deffering views on where the airport be relocated to "Some wants the airport be relocated to Chiweta, someone says another place.

But it is up to us the people from the northern region to make a decision and then we can inform the ministry.” He said 

“Any thinking person will not oppose that, and as a citizen of Mzuzu I would like to see a very good international airport in Mzuzu and we will put in plans, as government we are very actively seeking funds to construct that airport. We have started with rehabilitation of Chileka and Kamuzu the next one is Mzuzu airport." He said but as to when that money is to be available, Gondwe said it is not known now because Government has to solicit funds.

Minister of Transport Francis Kasaila in an interview concurred with the Finance minister on this call saying Government would like to let people of Mzuzu to tell their choice of land for the Airport.

"The minister of finance made it clear, it is upon the people on the ground to decide the piece of the land that they can offer for the construction of the airport.

Few years ago Government spend to a tune of K250 million, to pay for the land and paid for compensation so that we relocate the airport to a safer place because where it is now is not a good place, you can easily have an accident. 

But after paying for that land and after having compensate people, the people there encroached on the same land. All that land that we got was encroached. Now government had nothing else to do apart from going back to square one and that is where we are saying we have to find land suitable for another airport." He said 

"After the people there decide where the free land for the airport is, we are going to send our technical people to do the necessary feasibility studies and after that appropriate designs would have to come in and then we will know what cost implications are going to come because of that airport and then we can look for the resources from donors or from other well-wishers who can support in that endeavor." Said Kasaila


He added that after the decision, Government will send technicians to do feasibility studies and calculate costs for construction of the airport and later look for the resources.

However, the Government decision to wait for the people of Mzuzu to make their own decision, saw a reaction from member of Rumphi Central, Kamulepo Kalua who protested against such decision by asking Government to make a conclusive decision forcing people to vacate with immediate effect from the already identified land.

But the Transport Minister said "It is not up to me (Government) to go and impose on the people",  "The ball is in their court." He added

The passed bill according to Kasaila will also boost aviation sector now that the Japanese are coming next year to provide an extension of the terminal building at Kamuzu International Airport. Through the Japanese project, there will be two separate buildings to allow domestic flights and international flights passengers use their own terminals.

Chileka Terminal Building Ready in December


Government speaks optimism that terminal building refurbishment works at Chileka International Airport in Blantyre will see its completion this year in December.



In an interview, Minister of Transport Hon. Francis Kasaila, says the terminal building ground floor works were completed, remaining with the upper floor expected to complete in December this year.



The terminal building at the airport was in a dilapidated state and created congestion for the arrival and departure sections posing security challenges as well compromising the security for airlines due to overcrowding.



The refurbishment works on other hand have crippled airline services and in the mean time, the newly licensed airline ‘Fastjet’ has been denied permission to introduce another Blantyre-Dar es Salaam flight route due to the problem.

“We have not given them (Fastjet) permission to operate between De res Salaam and Blantyre because there are number of issues that have to be sorted out.” Said Kasaila “One of them being status of terminal building.”



Kasaila assured that by December this year, the terminal building will be able to accommodate more airlines and that, Government will consider allowing airline operators to resume services including introduction of Blantyre- Dar es Salaam route by Fastjet.



“What we are doing at Chileka is to make sure that we complete the rehabilitation of terminal building so that all other processes and security checks are done properly.



“Now we have completed the rehabilitation for the ground floor for the terminal building and we are now working to complete the upper floor for the terminal building which may complete in December and we will be able to accommodate more airlines.” Explained Kasaila



After completion of rehabilitation of the terminal building, Kasaila says government will begin to rehabilitate the runaways.



“Without upgrading them we are not going to accommodate more traffic from the operators because conditions do not allow us.”

Fastjet Flight Between Lilongwe-Dar es Salaam Begins

A newly licensed airline operator Fastjet launches flight route between Dar es Salaam and Lilongwe, twice a week.




Fastjet Airbus A 319 Aircraft with a capacity of 148 economy class seats had its first landing at Kamuzu International Airport (KIA) on Monday morning from Dar es Salaam. 




The jet which carried about 50 passengers flown back to Dar es Salaam with over 100 passengers.

Fastjet General Manager for East Africa, Jimmy Kibati has promised customers from the two destinations; affordable, reliable and safety service. 




“We focus on reliability, safety and one of the biggest offer we are giving to our customer is affordability” said Kibati 




“We are extremely reliable. Our punctuality is at 90 percent on average” he said adding “We Were ranked a fast and cheapest airline in Africa and fifth cheapest airline in the world.”



Fastjet Captain and air hostesses 

Said Kibati; “Yes we are a low cost airline but, we are not a cheap airline in terms of products offer. We have got a high end aircraft type which is very spacey even the seat pitch gives comfort.” 




Kibati indicated that Fastjet is targeting fast time travelers, people who go by road and those in tourism markets. He therefore hoped that good number of Malawians and Tanzanians traders who travel by road in these two countries will be its customers.

In terms of expanding its destination in Malawi, he said the company eyes Blantyre as the next destination by December with daily flights as minimum. He also said they are looking for Eastern and Southern Africa routes that are within or below 3 hour flight range.



Welcoming the Jet in style

Minister of Transport and Public Works Hon. Francis Kasaila who was present at the launch said Malawi is pleased that Fastjet airline a Tanzanian registered low cost airline “seem to be here to respond to the calls for affordable air travel in the region”




Kasaila observed that, due to high fares, air travel has been associated with the rich and that a lot of people in the region opt to use ground transport.




“This is a very welcome development, we believe that the civil aviation sector has a big role to play if we are to improve economically as a country because when you are using the sector you are able to manage time very well and in so doing you are able to economically runaround than using the road sector” said Kasaila




The Transport Minister also said Malawi is looking forward to have more operators who offer direct flights to international destinations in order to significantly reduce the airfares.




Malawi government issued Foreign Air Operations Certificate to Fastjet on 23rd June 2015. But Kasaila also indicated that government will further facilitate services on the route by embarking on renewing the Bilateral Air Service Agreement between Malawi and Tanzania to ensure conducive environment for the operators and proper regulatory regime. 




Reforms in Aviation Sector



“We as a Ministry we expressed interest to engage some of the airlines operators but we still have some few  challenges that we need to sort out. Last sitting of parliament   there was a bill towards improvement of services in civil aviation. That is very key. Because big airlines they need to be assured of safety of their equipments and people that are travelling.” said Kasaila 




“Therefore government has to make sure that services that are being provided at our two international airports are upgraded to standard which will give confidence to the operators. We believe that come next year we should be able to move towards that and in so doing we may be able to attract other airlines” he assured 




Fastjet has been given two flights per week due to Malawi shortfalls on services on International Airports and the requirements of International Civil Aviation. As government work towards improving airport services complete, government says will give them more frequencies.

Parliamentary Roles Were Overlooked Says Chakwera As House Adjourn Sine Die

The National Assembly adjourns Sine Die, however The Leader Opposition  says the role of parliament was overlooked in number of issues.



When delivering speech on the moved motion that the house adjourn sine die, the Opposition Leader in Parliament,  Hon.  Lazarus Chakwera said was happy   that the 2015/2016 budget was passed after scrutiny from Opposition and Independent members and  emphasized that equitable distribution of the approved K923 billion be followed and in good time. 



Chakwera however said was not happy with the manner in which some issues had been treated in the house citing the MSB sale and Data analysis report on 92 billion Audit query which now becomes of the K577 billion audit query needing forensic audit.(get it hereWaterhouse Coopers Audit Query)



The Opposition leader added that some have even questioned the usefulness and independence of the house in addressing certain of these problems.



He expressed concern that  implementation of this budget will take place within context of practices that continue to put into question the trustworthiness of those that lead.



And hoped that the next meeting in November, government will bring bills and reforms that require legislations.


Hon Kasaila 

Leader of the House, Francis Lazaro Kasaila before moving a motion that the house adjourn sine die, he thanked the members but noted with concern that their daily attendance for the sitting was worrisome.



He urged all members to improve on this and asked them to stop personal attacks in the house as this will remove the dignity of the house.



This was 45th Session of 4th Meeting opened by President Mutharika on 5th May 2015 with State of the National Address. The house met for 9 weeks and on 15th May 2015 the house agreed to the President Statement



The House has among others approved Chief Justice on 20th May 2015



Presented with Budget Estimates on 22nd May 2015 where each vote and allocations were considered by committees and through general debate. The house has passed nine bills and very few referred to relevant committees for further consideration and will be brought back in the house during the next meeting




Out of 205 question posed to various government ministries for oral reply responses, 184 were answered representing 75% achievement.




Speaker of the Malawi National Assembly has however thanked the president and the executive for not interfere with the parliament.

Malawi Sign Numerous Deals During MIF… Full Report Ready By Friday- Mwanamvekha

The Malawi Government describes its first ever Malawi Investment Forum (MIF) a 'success' having signed so many deals with foreign investors.



Minister of Industry and Trade, Joseph Mwanamvekha whose ministry has been coordinating to host the forum has since described the forum as huge success and promised ready to release full detailed and comprehensive report on the deals made in the Forum by Friday this week.



"Deals have been done, some of them (Investors) have just indicated their interest" said Mwanamvekha before the Communiqué was read out.



Mwanamvekha who was accompanied by three other ministers at Bingu International Conference Centre to deliver the Communiqué said close to US$ 1.5 million deals have been realized. He also said other deals will be made in the near future and at the time of issuing the Communiqué more discussions with investors were taking place and that some more will be happening in week's time.



He said other projects that investors have expressed interest require feasibility studies.



The Trade Minister boasts "From our perspective and from comments received, this forum was success because we managed to market Malawi"
He said investors managed to identify the opportunities and most of them were interested in Energy and mining sector, Infrastructure and Agriculture sectors.



Minister of Transport and Public Works, Francis Kasaila said he was impressed with number of interested investors in the transport sector including; Japanese Investment Institution Hitoch Corporation which is interested in number of projects; Elactra from Uganda interested Airport City in Lumbadzi, rail rehabilitation, marine and power projects among other number of investments and the company has promised to be back for more discussions in two weeks time.



"But the most important thing in the infrastructure sector is that we have been able to expose our local investors to financing institutions and in this regard the meetings we had with Economic Bank of Africa is one of them which has given the opportunities to local investors that they can send proposals and get financing and they have made it clear that they are ready to finance projects that are past with feasibility studies and we have number of projects that have gone past that." Said Kasaila



Taking his turn, Minister of Agriculture, Irrigation and Water Development, Allan Chiyembekeza said there is a investor interested in production of ethanol as well as production of glucose and starch from maize and that they are looking for huge quantities for maize.



The minister said discussions are underway and that once the deal is on, Malawian farmer will benefit much as the company is looking for quantities in excess of 350 thousand metric tonnes per year used to produce ethanol.



He said another company is interested in producing fertilizer and that another company from Zimbabwe, is interested to invest in chicken farming especially dealing with youth.



Unfortunately he said there was no investor interested in irrigation agriculture, "With the climate change problems we are facing in this country, I think we will be moving towards the intensification of irrigation agriculture." he then invited those with resources and interest to come forth and invest in this area.



Minister of Natural Resources, Energy and Mining, Bright Msaka said in Energy sector numerous investors have expressed interest as well. He said "I can say here and without hesitation that if we were to consolidate anything that we have received we will be fully satisfied to our energy need"



He indicated that some investors have expressed interest in providing financing in energy sector while others are interested in providing technical services in the sector.



Msaka confidently said "We created enough curiosity" by people interested in mining industry to come and explore more



"For many years Malawi has not been known as the mining nation, but we are the mining nation in view of amount of deposits that we have." Said Msaka who further assured the gathering and asked to spread the word that "there is enough minerals in Malawi to last us many years to come"

Peoples Party Wants Prudence in the Implementation of 2015-2016 Budget

The opposition People’s Party (PP) expects prudence in the implementation of the appropriated K923 billion 2015/2016 budget and warns that parliament will keep monitoring the budget implementation.


Spokesperson for the party on Finance matters in the National Assembly, Hon Ralph Jooma said in an interview that the Minister has to stick to the Public Finance Management Act and Appropriation bill guidelines.


Jooma said there is no need to overspend the money or spend outside the budget line, “Now that we have passed the budget which we are calling it a largest budget in this country has ever had, K923 billion, is quite a lot of money”


He said “The expectation is that government should make sure that it implements the budget to the full.”


Hon Jooma warned that since the parliament has been allocated enough money, the committees of parliament will make sure that it monitors the implementation of this budget.


Responding to this call, Leader of House in the National Assembly, Honorable Francis Kasaila says government will ensure that the budget is implemented as approved by the whole house.


“Our expectation is that our colleagues in the offices will start working hard from the 1st July and we want to see some impact from this budget” He said, “Figures in the budget will mean nothing if there will be nothing tangible happening on the ground”


Kasaila who promised that the cabinet work hard to monitor the implementation of the budget, jettison out fears of misappropriation and future cashgate scam.


He said since Bingu Wa Mutharika regime particularly the period of 2009 to 20012, DPP government tried to monitor and supervise government workers in preventing misappropriation, “indeed there is a very clear testimony from the analysis that has been made by the auditors that if we look at the reconciliation reports the figures that could not be reconciled in 2009 to 2012 were minimal but that figure rose sharply from K20 billion to K300 billion in one year (2013, during Joyce Banda administration). But in 2014 that figure went down again to K20 billion.”


Hon Kasaila said their DPP government will make sure that it reconcile the figures and make payment to the right people to prevent future cashgate and misappropriation “We want to assure Malawians that we are going to work hard as government and with the reforms taking place in the Ministry of Finance we believe that the situation is going to improve”

K923.9 Billion 2015-2016 Budget Passed


The Malawi National assembly Pass 2015-2016 Budget amounting to K923,989,940 (Nine Hundred Twenty-three billion, nine hundred eighty-nine million, nine hundred sixty-five thousand, nine hundred and forty Kwacha) this Wednesday evening having passed all allocated money to various government ministries and departments.




The budget was passed after the house approved and passed the appropriation bill authorising the finance minister to to appropriate the the money to the Consolidated Recurrent and Capital Accounts for the purpose set out in he Recurrent and Capital Estimates.



The house has since adjourned earlier to Friday as motion moved by the Leader of House Hon. Francis Kasaila as part of thanking members for the job well done.



Among some of the major allocations are in the ministries of Agriculture, Irrigation and Water Development to the provision of K135,687,667,113, Ministry of Education, Science and Technology to the provision of K114, 753,372,357




Meanwhile Leader of Opposition in the National Assembly President for Malawi Congress Party (MCP) Hon. Lazarus Chakwera said this is a good development but committed to give an oversight role as opposition parties. 




Hon Chakwera said “We believe that Malawians out there are rejoicing with us because what we want is services to everyone in the country and so we are glad that the opposition with all of the vigor in debating the budget has passed the budget together with members of the government side.”




He however said, “We will continue to provide the oversight that is needed and our committees of parliament are vibrant and will vigorously follow what happens in the implementation of the same budget.”





The during pre-committee of supply and during the committee of supply the house was almost turned into disarray following demands from opposition parliamentarians who were demanding the speaker to allow the house debate the alleged K92 billion cashgate report first before the budget.





Several attempts were made by opposition parties in the National Assembly to halt the budget debate but they failed to secure the plot when they had later realized that the house was presented with analysis of the cashgate report and not the forensic audit report.
