ATI Tabling Fail Again; Information Minister Rushed To Hospital

Minister of Information rushed to the hospital and fails to present the much awaited and promised Access to Information bill.

Leader of House Francis Kasaila informed the House this Friday morning when the House resumed sitting after health break to continue debate on prioritized bills that the Minister responsible to deliver the bill was sick and has been taken to hospital.

Minister who was expected to deliver the bill is Jappie Mhango Minister of Information.

Kasaila said there was nobody to present the bill on his behalf and therefore asked the House to continue with other bills and business of the House.

However, Kasaila did not disclose the seriousness of his sickness. But said this means the bill will come in the House in May Meeting

Kasaila on Wednesday and Thursday did promise that the bill will by all means be presented between Thursday and Friday.

When asked in an interview of how seriously ill is Mhango, Kasaila replied “That’s the information that I have, that he is not feeling oky today.

The information that I have is that the minister was coming to the House but on his way he felt that he was not feeling Oky and he had to go to the hospital so we were hoping that may be he will be here after visiting the hospital but it did not happen that way.”

Asked why they failed to allow Justice Minister or to delegate other ministers to present the bill, Kasaila explained that the Government side got report of Jappies illness during the healthy break and therefore there was no other cabinet Minister who was ready to present and answer question pertaining to the bill. He added that it was also difficult to that time to request for the bill and delegate other cabinet members.

He hoped that the bill will be back in the House in May meeting of the National Assembly

Through several assurances Government made to have the bill tabled in the House between Thursday and today, hopes were build in the hearts of many Malawians including Legislatures themselves that the bill will by all means be tabled.

Such hopes, prompted Dowa East legislature Richard Chimwendo Banda to stand as the House was about to adjourn Sine Die to ask Speaker to get clarification why the House is about to adjourn yet the much awaited bill is not coming.

"There was commitment that the bill will come in this House" he reminded the House and made emphasis that under situation at hand Government should have used collective responsibility by delegating a cabinet minister to present the bill.

Again National Assembly Fail To Hear From Information Minister On Late Msiska’s Child Arrest


The legislatures in the National Assembly continues to mount pressure to hear from the Minister of Information regarding the arrests of the Child of former legislature late Tasoka Msiska.

The child is reportedly in police custody for allegedly fueling fracas that took place at dad’s burial in Rumphi last week. 

There, Minister of Information, Jappie Mhango was barred and chased away by an angry mob from attending the funeral ceremony. The rivalry follows Mhango’s win during the 2014 elections as independent candidate to oust late Msiska as parliamentarian for the constituency.

As the House resume sitting just after healthy tea break on Tuesday, Honorable Kamlepo Kalua reminded the Deputy Speaker of the impending matter that require the Minister of Information, Jappie Mhango to explanation to the House regarding the arrests of child of former legislature, late Tasoka Msiska. 

“The Minister should inform this House about the condition of these children who are still in custody” demands Kalua

However, Deputy Speaker of the National Assembly, Esther Mcheka Chilenje reminded the legislature that the ruling on the matter was already made day before by the Speaker regarding the appropriate standing orders that must be used to bring such urgent matters in the House.

Chilenje asked the member follow standing order 14 which addresses how to bring into the House urgent matters.

On matters of Urgent Public Importance Standing Orders 14 states that “Any member may, after Question time, rise in his or her place and seek leave to move the adjournment of the Assembly for the purpose of discussing a definite matter of urgent Public importance.

And continues that “A member who wishes to seek leave to the move the adjournment of the Assembly shall, at least one hour before the end of question time, submit to the Speaker a written notification of the matter he or she wishes to discuss.”

But the clause indicates that the Speaker may allow any request if satisfied that the matter; is definite, urgent and of public importance and may properly be raised on motion for adjournment of the assembly.

Then the house continued with questions to ministers for oral replies and the matter was never brought back even when the house resumed sitting in the afternoon.

Govt Funded CSO's On SDG's Caravan Parade

Human Rights Activists who organised 'Sustainable Development Goals (SDG's) Caravan Parade', admit receiving of funding from Office of the Presidential Adviser on Non-Governmental Organisation's (NGO's).

However, Minister of Information Jappie Mhango has expressed ignorance of the source of funding by the group.



People in Lilongwe on Tuesday afternoon witnessed a group of activists presenting a Statement to Government asking for proper alignment of resources for the implementation of SDG's and were lead by Luther Mambala a workers activists, Philip Kamangira and Fryson Chodzi.


Although the budget for the parade is not yet known, it is estimated that Millions of money's were used amid tough economic time the country is going through.

The group of activists calling themselves 'Civil Society and Citizens' has admitted that they got funding from the Presidential office to hold the parade which followed presentation of statement to President Peter Mutharika through Minister of Information Jappie Mhango and the head of the office which has funded the parade, Mr Mabvuto Bamusi.

However, the leader of the Group, Luther Mambala a workers activists says see's nothing wrong that they got funding for their parade from such an office


"No! I don't think it is right to say we were sponsored by Government but I think the Office for the Presidential Advisor on NGO's is actually the one that funded the parade" said Mambala when asked to disclose from which pocket financed the Parade


Luther said the parade was meant to sensitize Malawians on the newly adopted Sustainable Development Goals (SGs) and not to counter demonstrations lead by Billy Mayaya one of the Malawi Human Rights Activist who had earlier presented the petition at the same Civic Offices.










"This was an optune time to sensitize Malawians to know SDG's. Malawians have to know what is happening and what is required of them in terms of contributions because they have got a role to play on these SDGs" said Mambala a former president of Malawi Congress of Trade Union


In the statement titled 'SDG's Hope for millions of Malawians; Let Us Unite To Implement Them' is calling all Malawians and Civil Society Organisations to rally behind the SDG's and be involved in implementation and monitoring of SDGs for the country to register remarkable progress towards achieving the SDG's and end poverty.


It further calls NGO's to re-align their programmes to SDG's and timely support from the Development Partners.








"We are optimistic that Government will prioritize the investment in critical and productive sectors such as Agriculture, education, health and trade. The implementation of SDGs must help to create jobs by expanding the skills development programme among the youth such as current Community Technical Colleges." Reads the statement








The petition also noted that women and youth empowerment is key in achieving the SDG's and that Government should create more space for citizen and civil society engagement around the SDG's.
