Late Msiskas Child Arrest Cause Uproar In National Assembly

Commotion erupted on Monday evening in the National Assembly leading to early adjournment for Tuesday morning over reports of arrests of a child of former Member of Parliament for Rumphi North, late Tasoka Msiska.

The child is reportedly in police custody for allegedly fueling fracas that took place at dad’s burial in Rumphi last week. 

There, Minister of Information, Jappie Mhango was barred and chased away by an angry mob from attending the funeral ceremony. The rivalry follows Mhango’s win during the 2014 elections as independent candidate to oust late Msiska as parliamentarian for the constituency.

In the National Assembly, the pandemonium began immediately the house passed the Estate Duty Amendment Bill which has an element of giving good compensation to the bereaved family.

Member of Parliament for Dowa East, Richard Chimwendo Banda rising on point of order sought clarification from the Minister of Information Jappie Mhango why he has used his authority to arrest child of late Msiska.

“We are saddened that one of the children of late Msiska has been arrested and Police are looking for the remaining children who are at large. Why are you doing this to these orphans? They have just lost their father and they need to be protected and respected as the country mourns with them.

So, in the very same spirit that government has demonstrated here in the bill we have just passed, that Children from bereaved family must benefit more from property of their parents, we are also demanding the release of the child of late Msiska” said Chimwendo who stood as Chairperson for parliamentary committee on Social and Community Affairs

He added that the arrest was political and that the Information Minister must have information relating to the arrest since him was chased at the funeral of the late father of the child.

However, the Speaker of the National Assembly, Richard Msowoya did not sustain Chaimwendo’s point of order by ruling him of out of order because the question was put to a wrong minister.

“Please use appropriate standing orders” said the speaker before ruling the member out of order. 

Msowoya said Chimwendo was out of order because Minister of Information is not a better person to clarify the matter because he is not the Minister of Home Affairs and does not make arrests.

After Speaker’s ruling, Rumphi East Parliamentarian, Kamlepo Kalua rose, insisting that the matter be discussed at length because it is of national importance. It took the speaker to put off the mic of Kalua to make him stop continuing with the matter.

Lilongwe Msodzi South parliamentarian, Vitus Dzoole Mwale also stood on the same and echoed Kalua’s point that the matter was of National Importance and need the house to discuss and hear from the Minister of Information on the matter.

The chaos prompted the Government Chief Whip, Henry Mussa to seek for an early adjournment to let the members have an ample time to read reports and bills to be discussed on Tuesday.

However, when the Speaker put the question as moved by the Government Whip, the opposition successfully blocked the proposal and continued with demands for the continuation of the matter.

Speaker then announced an early adjournment of the house for Tuesday morning after Government Chief Whip told the Speaker that there was no business to discuss at that time. 

When approached to get his views as he walked out of the parliament Chamber Jappie Mhango only said “I can’t comment anything. Go and talk to the one who brought the issue here”

In an interview, with Chimwendo said he was reliably informed by the uncle of late Msiska’s children that a child of late Msiska is in custody and that Police are hunting for other children.

He also said he is going to make a formal request to the Speaker on the same matter immediately the house resume sitting on Tuesday morning.

Late Msiska contested the 2014 tripartite elections as candidate for Malawi Congress Party after winning primary elections against Jappie Mhango. However, Mhango went on to contest for the General Elections as an independent candidate and won elections.

 Blantyre City Central Parliamentarian Themba Mkandawire will miss any Parliamentary proceedings and meetings for three months effective this Friday.

The suspension has been announced on Friday 27^th February 2015 by Speaker of National Assembly Hon. Richard Msowoya following pressure from opposition members on Thursday who demanded the speaker to take a decisive action before the House rise sine die.

On Tuesday afternoon, hon Themba Mkandawire punched and headbutted a helpless Head of Usher’s in Parliament Jones Sabola for refusing to give the parliamentarian an extra 2015 Parliament calendar.

The ruling effected this Friday morning restrains the legislature from attending any Parliamentary Service for 90 days, that is will miss all Committee Meetings and will not attend Parliament Meeting if convenes within the period.

Mkandawire has been heavily criticized by his fellow parliamentarians who described the conduct as unparliamentary and others called it “Criminal”

Kachama Gets An Easy Nod From National Assembly……Confirmed As Police IG

The National Assembly on Wednesday overwhelmingly confirmed the newly appointed Inspector General of Police, Lexten Kachama on the position.

Out of the 161 votes of members present in the House, 159 members had voted in favor of Kachama while 2 had voted to the contrary. There were 32 absentees.   

In accordance with Section 154 (2) of the Republican Constitution, Minister of Home Affairs and Internal Security, Paul Chibingu had tabled the motion on Kachama’s confirmation. 

The Member of Parliament for Balaka North, Lucius Banda offered his secondment, paving way to the responses by spokespersons of MCP and PP who spoke in support for the motion while offering pieces of advice, notably that, the new IG should not show impartiality in his discharge of duty.  

During general debate, four MP’s; Martha Lunje of Nkhota-kota Central, Anna Kachikho of Phalombe North, Amon Nkhata of Kasungu Central and Uladi Mussa of Salima South had all their voices in high tone decorating the new appointee.    

Traced from the humble beginnings of constable ranking at the time he joined the Malawi Police Service on 2nd April, 1979 until the day of his appointment, 10th February, 2015 , Kachama had rose through the ranks way up to the top rank of Inspector General.

The new Police IG made several achievements which among them earned him recipient of Long Service and Good Conduct Medal from the late His Excellency Professor Bingu Wa Mutharika on 5th March 2011 in Blantyre. And on 15th October 2014 he received a Presidential Police Medal from His Excellency Professor Arthur Peter Mutharika.

Born on June 30, 1958, Lexten Shame Kachama hails from Chidzenje village T/A Kalolo in Lilongwe district.

He is a holder of Masters in Business Administration (MBA) majoring in Human Resource Management from Share World Open University, Masters in Leadership and Change Management from Leeds Metropolitan University in conjunction with Malawi Institute of Management (MIM) and has Bachelor of Science Degree in Human Resource Development and Management from Share World Open University. 

Kachama is currently studying PHD in Strategic Management with Columbia Commonwealth University.  

  

Mzomera Suspension; Speaker Ruling Final

Speaker of the National Assembly Richard Msowoya has declined to make his on whether it was right for his Second Deputy Speaker to invoke rule 105 against Mzimba Hora parliamentarian Hon. Christopher Mzomera Ngwira and that he should not attend proceedings for two sitting days.

Honorable Msowaya told the house at the beginning of the proceedings of Monday sitting that he cannot make a ruling on another ruling and that standing orders, does not any member to comment on a ruling made by a speaker.

However the speaker has urged members in the house to abide by the rules of the house and warned that any misconduct will attract appropriate orders.

Msowoya further said any member who feels was affected by that ruling and want to seek redress should seek an appeal from the court

Peter Mutharika Makes First Opening Of National Assembly Meeting Tomorrow

President Peter Mutharika to deliver State of National Address tomorrow

The speaker of National Assembly has announced that President Professor Aurther Peter Mutharika will on Tuesday open the meeting of the national Assembly at 10 O’clock in the morning.

Msowoya made announcement before adjourning the house till tomorrow Tuesday at 09:30

The speaker further advised the party representatives to make submissions to the chair on sitting arrangements. The sitting arrangement is expected to change when the session ends tomorrow.
